03 Grand Cherokee Rad fan not coming on at idling rpm

The Rad fan in my 2003 Jeep Grand Cherokee does not come on while idling and in city drive. I have changed 3 Rads in the last 8 months.
I have also changed the Temp sensor, Thermostat, Fan relay sensor module, waterpump and confirmed Rad Fan is OK.
What else can I do so I am able to drive in the city and safely idle at the road lights

All I can think of is to put in a manual switch, Not what you wanted to hear I'm sure, but is cheap and effective.

THanks Oldfart,

There is a second option to putting in a manual switch and that is putting in a clutch fan which more than does the job at a cost of 40$ if you know how to screw on a fan.
I did explore that at first as with an electrical fan you have to take into account the Fan Relay sensor control module and a broken wire coming from the ECM.
However I solved the issue with replacing the electrical fan and running without the thermostat. It is now great idling at road lights. Possibly the brushes in the old fan were dirty and needed a higher current generated at higher RPM to kickstart the fan.
Thanks
Sharat

have you checked the fuse? I know is sounds stupid but I just bought a 04 Overland that was overheated. After I completed a full head gasket job, I decided to find out why it overheated. Everything worked except for a missing fuse in the rad fan socket. That's right, a missing fuse. Now everything works fine and put just over 2000kms since. Not sure if you have tried that yet or not.

Also is your rad fan hydraulically driven off the power steering pump or is it electrical?
