Default Low power until 2800rpm. 4.0l

Hi every one.
So I'm having an issue with my 89 xj.
It runs fine don't get me wrong.
The only thing that bothers me is when I'm climbing a hill at highway speed (100kmhr ).
Obviously I'm not going to do that in 5th. It has enough jam to maintain 70-80 in 4th.
Now the thing is if I need to accelerate I drop to 3rd it'll pull but not until I hit 2800 then it grows a pair and takes off. Is this normal or am I missing something?

I had an 89 XJ years ago also,(figuring urs is the same) it had 3.07 gears, big tires, a little more steel on it here and there. I started to loose 5th gear on any incline.. 4th seems to do it better. I bot a scrap jeep and took the axles off , they had 3.73 gears it made a big difference. 5th gear was usable again. This could be ur problem too... have u done any modifications like big tires. etc??

Yes. Just slightly bigger tires. 31s.
That's a good point. I didn't think it would make such a big difference. Not like I put on 35s
